“While Columbia Pike is a great potential development opportunity for Arlington, the County Board’s single-minded pursuit of a $333 million (or more) streetcar transit system seems very hard to justify. There are far better modern mass transit options that cost significantly less. Such systems (1) cost less to construct, (2) cost less to maintain, (3) can be developed faster, (4) would create less disruption in case of automobile accidents along the line or mechanical failure of individual transit vehicles, (5) can integrate much more efficiently with neighboring mass transit systems, (6) provide more transit capacity than streetcars, and (7) produce at least as much new economic development. It’s commendable that the Board is pursuing mass transit options for the Pike, but it is confounding that the Board seems unwilling to consider other, superior options. The County’s 2012 Return on Investment (ROI) study lacks any objective analysis of viable alternatives and suffers from a number of analytical defects. The goal for the County should be to leverage its limited financial resources in the most cost effective manner, even if that means taking a fresh look at its earlier decision. The potential cost of this project is far too large to do otherwise.” – Dan Dixon, Arlington County Resident


“Frankly I am appalled that the stewards of my hard earned tax dollars have decided to spend $250+ million on a 6 mile streetcar system when there are less expensive alternatives that are just as effective and efficient. I don’t see the cost/benefit justification and I am perplexed that the County Board has come to this conclusion. We don’t have this kind of money and to me it is not worth going further into debt or further raising our taxes when there are so many other capital projects needed. I am a 15 year Columbia Pike resident and I do not want the proposed streetcar system. I am in favor of a less expensive alternative like BRT. Our neighbors next door in Alexandria are building a BRT system for a fraction of the cost of the proposed Columbia Pike streetcar. Both systems will terminate in Crystal City but they are not connectable because one is rail and one is bus. Let’s be smart and build a regional system that is compatible and interconnected. I fully support the goal of Arlingtonians for Sensible Transit.” – Mitch Opalski, Arlington County Resident


“It is premature to know whether a fixed-rail street car is the best option for the Columbia Pike revitalization because other viable options, such as a modern BRT have not been fully and fairly considered. Until a current and comprehensive analysis is conducted, the County does not know if a BRT could be far less expensive, less disruptive, more scalable, and an overall better solution. The County must compare both options and refresh its 2006 assumptions. Some of the assumptions underlying the 2006 preference for a fixed-rail street car have changed (and certainly technology has evolved over the past 6+ years). Before we commit to a quarter-billion dollar plus investment we need to perform a current analysis of the options. We must be stewards for future generations and saddling the taxpayers with an exceedingly expensive fixed-rail street car may be an albatross. It’s not too late to conduct this much-needed analysis and that is why I am supporting AST.” – Josh Petty, Arlington County Resident

disruptions that the years of  road construction would cause, not only to
commuters but to the residents of South Arlington.  I just don’t understand how any cost-benefit analysis could have favored streetcars over buses. It’s just not logical.” – David Scott


“Arlingtonians for Sensible Transit (AST) will provide a fresh analysis of Arlington’s transportation needs and how best to address them, starting along the Pike. The street car smells too much like a sweetheart deal that may not be the best alternative for moving people up and down the Pike. I am also mindful that the street car would serve as the centerpiece for a major southern county redevelopment project that would result in even more displacement of citizens who couldn’t afford to stay. AST is the vehicle to hold our board members accountable, including helping to air any conflicts of interest with potential street car bidders, and ultimately ushering in Bus Rapid Transit.” - Mark Riley


“I joined the Arlingtonians for Sensible Transit (AST) because the Arlington County Board has moved ahead with the Columbia Pike streetcar system, even though there hasn’t been a referendum to the citizens of Arlington to say (yes/no) to move forward.  They have recently moved to a Public-Private Transportation Act (PPTA), because the Federal Transit Authority/Congress haven’t given the County the appropriate funds (hundreds of millions of dollars).  I also question whether the County contacted the Virginia Office of Transportation Public Private Partnership (OTP3), whose charge is to facilitate timely delivery of PPTA projects.  Is the County acting within their own bubble? For example, the County’s lawsuit of the I-95/395 High Occupancy Toll (HOT)/High Occupancy Vehicle (HOV) Project; sued both the Virginia Secretary of Transportation and Federal Highway Administration Environmental Manager as individuals (they had to defend themselves/State-Federal employees against the County).  The County spent over $1M of our taxpayers money to sue both VDOT and FHWA.  So we as Arlington residents paid to sue and paid to defend.

There are viable options that the County has not seriously considered.  Bus Rapid Transit (BRT) would provide a lower cost solution within this corridor, which in turn doesn’t “mortgage” our children’s future.” - Alex Lee


“My family and I live in Cherrydale, and I am a very active Democrat. I think I am probably like a lot of Arlington residents when it comes to the street car. I am not dead set against the street car, but it is fair to say that I have genuine concerns about it. A lot has changed since the County Board made its initial decision several years ago to support the street car. Namely, modern bus rapid transit has become a much more viable and appealing option. And budget constraints have become more acute. I don’t think it is wise to ignore these important changes.

From my conversations with friends who live in Arlington, many have expressed a lot of unease with the Board’s current course. To address this unease, I think that it is absolutely critical for the Board to do an independent cost-benefit analysis of the street car against rapid bus transit. After that, Arlington residents will better understand the options. So that is why I joined Arlingtonians for Sensible Transit.” – David Boling


“Over the past few months, I have been participating in meetings, reading, researching, and listening. Given our new economic environment and the more recent planning activities of our neighboring jurisdictions, I am in favor of revisiting the approach and the projected return on investment (ROI) of the Columbia Pike transit initiative (currently the street car).

Before we commit to such a significant and growing financial investment, I support seeing an updated ROI, prepared by qualified independent experts, that compares, at a minimum: today’s current baseline, a bus rapid transit (BRT) option, and a street car option. Although this could be considered an additional step, I believe it would be invaluable for it would reconfirm the goals of the initiative and promote continued progress.” – Kim Klingler


Few people enjoy a train, trolley or streetcar ride more than I do. Having said that, I know for certain that this is NOT the time to add this type of streetcar system to our budget. Fuel-efficient busses of varying size, in use according to ridership demands and locations, are FAR more efficient, cost-effective and user friendly. It’s time for vocal opposition to put a STOP to the streetcar-fixed-tracks-boondoggle and waste of precious (non-available), capital. Please Board, wake-up to reality and put needed and COST-EFFECTIVE transportation plans in place. This is another example of the Arlington Board not listening to their “customers”. The Board has had a myopic view that the ONLY possible transit media was/is the Trolly. This shows in the way they conduct their feasibility studies. Even if the “Trolly” were the way to go in most cases, the environment of Columbia Pike is not appropriate for laying tracks when there is currently little space for automobiles. Given the past history of the Arlington Board preferring the “hight price spreads” of luxury projects, like the apparently upcoming swim center, I guess it makes sense that they prefer the “higher price spread” of the trolly over more practical and cost effective alternatives. – Paul & Lois Katanik
